"The governor had promised to keep things flat. So why is it changing?"

Because his promises come with an expiration date, that's why.
Governor Strickland vowed to keep tuition frozen this school year at schools like UT and BG, but now it appears college may cost a few hundred extra dollars a year.

Reports out of Columbus say the state made a little room in its budget by cutting school funding and raising tuition. So students and parents may need to find a little more room in their tightening budgets.

Ohio resident India Claycon says she shells out just under seven grand a year to go to college. The reported increase could bump that up a couple hundred dollars. Claycon says, "The governor had promised to keep things flat. So why is it changing?"
First gambling, now tuition hikes for Ohio students.

If I didn't know better, I'd think Stricktaft didn't want to be Governor anymore.
