Where will Ted Strickland find $117.6 million?

In September, the Columbus Dispatch reported the following:
State officials are banking on federal stimulus money for most or all of the estimated $517.6 million to improve freight rail lines, build or rebuild train stations and buy trains. Officials previously estimated the cost of the medium-speed service at $250 million to $400 million, but those numbers did not account for the cost of the trains.
As we all know by now, Ohio only(!?) received $400 million for the 3-C Slow Speed Choo-Choo.

So, how will we pay for the trains, Governor?

Or were you padding the estimate in order to score more tax dollars from Ohioans?

Either Ohio needs to front the additional cost, or Ted Strickland wanted to abuse our tax dollars.

It's one or the other.
